Can you work remotely in Japan on a tourist visa?
Last checked: 2026-11-06
No official rule clearly says yes, and official visa notices say paid activities are not allowed on a tourist stay. One Cabinet Office chart does describe foreign remote workers entering as Temporary Visitors. The sources do not settle the point, so ask a Japanese embassy or consulate before you plan to work.
What the official sources say
| Source | What it says | How we read it |
|---|---|---|
| Immigration Act, Article 19 | Holders of statuses in Appended Table I(3), which includes Temporary Visitor, must not do activities of managing a business involving income, or activities for which they receive remuneration, without permission. | This is the core rule. The English text does not mention remote work. |
| Immigration Act, Appended Table I(3) | Temporary Visitor covers sightseeing, recreation, sports, visiting relatives, tours of facilities and similar short-stay activities. | Work is not on the list. |
| Foreign Ministry checklist, April 2025 | It says you may not undertake revenue-generating business operations or receive remuneration in Japan. | Search excerpt only. It does not say whether pay received abroad counts. |
| Hong Kong and Chicago missions | Hong Kong says these trips exclude business management or remuneration. Chicago says activities resulting in payment are not permitted. | Search excerpts only. |
| Cabinet Office chart | It says that a foreign national employed by an overseas company who enjoys sightseeing in Japan while working remotely enters as Temporary Visitor, for up to 90 days. It gives this as the situation before the Digital Nomad status. | This points the other way, but it is an undated summary slide, not a rule. It does not say this is permitted. |
Where sources conflict
Unofficial guides disagree. Some say remote work for a foreign company is fine on a short stay. Others say Japan prohibits it. We did not find an Immigration Services Agency page that answers the question directly. Treat any flat yes or no from an unofficial site with care, including this one.
Our sorting of common cases
This is our own sorting of the sources above. It is not legal advice.
| Your plan | What the sources support |
|---|---|
| Paid work for a client or employer in Japan | Not allowed on Temporary Visitor. The Digital Nomad status bars this too. |
| Starting or running a business in Japan | Not allowed under Article 19 without permission. |
| Checking email for your overseas job on a holiday | Unclear. The Cabinet Office chart describes something similar, but no rule confirms it. |
| Working full time for a foreign employer for three months | Unclear, and hard to describe as sightseeing. Ask before you travel. |
| Working remotely for up to six months | The Digital Nomad status exists for this. See the requirements. |
Tourist stay and Digital Nomad status compared
| Item | Temporary Visitor | Digital Nomad |
|---|---|---|
| Length | 90, 30 or 15 days (search excerpt of the Ordinance) | Six months, no extension |
| Remote work | Not addressed clearly | Expressly allowed for foreign employers and overseas customers |
| Income test | We saw none in these sources | 10 million yen a year |
| Private insurance | We saw no such rule in these sources | Required |
Mistakes to avoid
- Assuming foreign pay settles it: Article 19 speaks of receiving remuneration. The English text we read does not say that only Japanese pay counts.
- Taking a local gig: a job or contract with someone in Japan is outside both statuses.
- Forgetting tax: tax rules depend on where the work is done, not your visa alone. See tax during a six-month stay.
- Relying on a forum post: the embassy or consulate is the place to ask. The Immigration Services Agency information center is 0570-013904, or 03-5796-7112 from overseas.
Thinking of a long visitor stay? See six months in Japan without a visa. If you cannot meet the Digital Nomad tests, compare the Long Stay visa and the working holiday route.
